THE US and China have wildly opposing ideas of the sort of deal that should be struck at Copenhagen over the next two weeks.

But there now appears to be a genuine desire to reach a compromise that will at least allow the process to move ahead.

No such luck for the global economy on how China's currency should be valued.

In fact, the issue has become an ugly stalemate with increasingly strongly worded statements of position from both sides.

In essence, the situation is this. China does not have a free-floating exchange rate like other economies of any size. The tight central control that is the hallmark of the country's ruling Communist Party extends to its exchange rate too. As China has rapidly become richer, it has been pressured by the other leading economies to allow its currency to appreciate -- which is what should happen as a country gets richer.

For three years during the boom it did this; the yuan appreciated by 17 per cent against the US dollar. Then mid-last year, as it sniffed the rotten breeze of the global meltdown and its exports -- a key driver of its boom -- began to fall off, it pegged the yuan to the US dollar.

In this way, its exports would not get any more expensive and it could at least hold its piece of a shrinking global pie.

This week, Chinese Premier Wen Jiabao, in an uncharacteristically colourful -- some might say near hysterical -- attack on those who would like to see China allow its currency to appreciate, took the battle to a new level.

'Some countries are asking for (the yuan's) appreciation and meanwhile impose various (acts of) protectionism on China. It's not fair and limits China's development actually,' Wen said.

China has, in effect, put its growth ahead of everyone else's. To paraphrase George Orwell's critique of communism in Animal Farm, all growth is equal but some growth is more equal than others. The US and the EU have long been insisting on the yuan's appreciation and the demand has become more pressing following the world economic crisis.

'The stability of the yuan benefits China's economic development and the recovery of world economy amid this rare financial crisis. China will continue to improve the yuan exchange rate mechanism based on an initiative, controllable and progressive development, and ensure a stable and reasonable yuan exchange rate,' said Wen at a summit with European Union leaders in China.

Typically opaque Chinese technocrat-speak for 'we will do as we like, when we like'.

China has an unhealthy obsession with growth at all costs -- it's a core political tenet that if the government keeps growth bubbling along, the punters will stay in their boxes, and this is just the latest example.

And it smacks of the worst kind of hypocrisy: the sanctimonious kind. China has spent much of the past year lecturing anyone who cares to listen about the dangers of protectionism. Correct, of course; it's what turned the 1930 financial crisis into the Great Depression. But deliberately holding down an exchange rate is itself rank protectionism.

China is making sure its goods remain cheaper than they should be, forcing others out of the market. It is protecting its market at the expense of others.

Derek Scissors, a research fellow in Asian economic policy in the Asian Studies Centre at the Heritage Foundation, Washington DC, says: 'The People's Republic of China is far more protectionist than its major partners, heavily subsidising domestic firms to compete against imports and in overseas markets.

'Perhaps most disingenuous is the accusation that China's trade partners, which have been utterly indispensable to its economic development, are plotting against the PRC. The Communist Party has been trotting out versions of this accusation -- that the US is trying to contain China -- when useful for the past 15 years. It has been cited most recently with regard to climate change.

' In fact, Chinese trade practices harm China's partners, so the PRC can be accused of interfering with India's rise, Vietnam's rise, and the ascent of other trade partners,' he says.

So much, then, for China's de facto leadership of the developing world. Sure there is little love lost with India, not to mention the troop build-up on its border, but it's even crimping the growth of its fellow People's Republic in Vietnam. Perhaps its revenge for being embarrassed in the 1979 war?

More likely it's another demonstration that for all its fine progress in so many areas, China's self-interest remains utterly paramount. The rest of the world is falling over itself to accommodate China, which has been elevated with startling alacrity into every important world forum. But with rights come responsibilities.

With its currency, China is shirking them. Worse still, its exchange rate policy is continuing and even making worse the financial imbalances that were a central cause of the global meltdown. And sensible people realise that as long as these continue to be out of whack the economic bad times, while less bad these days, will continue to linger.

The great irony of Beijing's exchange rate peg is that it holds most of its reserves in cash and bonds. While it may be happy to have its goods become more and more competitive with the Europeans, it is not happy that its hard-earned savings -- although increasingly easy -- are reducing in value.

'The world's second largest economic power cannot stay hidden behind the largest for long -- the yuan peg must eventually break,' Dr Scissors says.

'The question is whether it will be done by the PRC in relatively smooth fashion or whether it will occur in a crisis setting, with Beijing's hand forced by foreign action.

' It would be better for all concerned if China started the process itself, and soon.'

Medvedev’s New Security Vision

In June 2008, President Dmitry Medvedev first floated the idea for a new, broader structure for European-Atlantic security. The Kremlin turned the idea into a concrete proposal Nov. 29 when its web site posted a 14-article draft document titled “The European Security Treaty.” Under the motto of “From Vancouver to Vladivostok,” Medvedev’s treaty attempts to encompass, among others, NATO, the Organization for Security and Cooperation in Europe and the Collective Security Treaty Organization.
Not surprisingly, the West has reacted to the security treaty skeptically at best. At worst, many in the West interpret Medvedev’s proposal as an attempt to restore its lost global influence, if not its empire.
Medvedev’s initiative was the logical continuation of the Kremlin’s foreign policy that was sharply articulated by then-President Vladimir Putin at the Munich Conference on Security Policy in February 2007. During his speech, Putin said, “Security for each is security for all,” and that the model of a unipolar world in the 21st century is not only unacceptable but impossible. In Moscow’s opinion, any unilateral action — whether in the former Yugoslavia or Iraq — only creates new problems.
Every country — especially a totalitarian one — defends its most fundamental national security concern: self-preservation. For the past 60 years, nuclear weapons have proven to be one of the most reliable guarantors of security for those countries that are part of the official and nonofficial nuclear club. But as a rule, those countries have complex and difficult relations with neighboring states and are burdened with historical, ideological, religious, territorial, ecological and other problems. The result is a nuclear domino effect. If, for example, Iran develops nuclear weapons, this will inevitably lead to the uncontrolled proliferation of nuclear arms throughout the Middle East and beyond.
Moscow is extremely concerned about attempts by the United States and some of its allies to reach decisions affecting regional as well as global security outside the framework of the United Nations. NATO, the European Union and the Group of Eight do not have the global mandate to make these decisions by themselves.
Thus, Medvedev is trying to build a much broader structure for global security. The basic idea is that “no single state and no single international organization in the Euro-Atlantic region can strengthen its security at the expense of the security of other countries and organizations.” Medvedev’s draft treaty has already  been sent to NATO, the European Union, the Collective Security Treaty Organization, the Commonwealth of Independent States and the Organization for Security and Cooperation in Europe. It was also presented and discussed at the latest NATO-Russia Council meeting, held Friday in Brussels.
Of course, there is a large discrepancy in terms of resources among the members of these organizations. For example, NATO’s military potential far exceeds that of the CSTO. In addition, NATO’s zone of operations has expanded so much that every former Soviet republic now participates in its Partnership for Peace program. What’s more, Georgia, Azerbaijan, Armenia, Kazakhstan and Moldova are in the initial stages of one day joining the alliance.
 But NATO’s future is uncertain, and this underscores the importance of finding alternatives to provide European-Atlantic security. The more that NATO tries to expand, the more diluted, cumbersome and ineffective the organization becomes. Moreover, NATO suffers from a lack of mission and common cause. The Russian menace is greatly exaggerated, and international terrorism is too diffuse a threat to unite alliance members. What’s more, with Washington’s security guarantees becoming more unreliable, European states have been forced to consider creating their own security structures. Recall the EU proposal to form its own security structure — a “NATO without the United States,” of sorts. Further, apart from the largely decorative NATO-Russia council, NATO has not included Russia and its closest allies in the European security structure. This not only weakens NATO, but gives it a certain anti-Russia character.
In addition to NATO’s inherent weaknesses, there are also serious problems with the OSCE. The OSCE member states have never resolved a major interstate conflict, such as Nagorno-
Karabakh. The OSCE, which lacks sufficient unity among its member states, has not worked effectively with the CIS to form a unified security structure
Therefore, there is an urgent need to redesign the old and ineffective European-Atlantic security structure to meet new threats and challenges. Medvedev’s European Security Treaty offers a new architecture for the post-Soviet era, and the West should treat it seriously. It provides an excellent opportunity for Russia, the CIS, Europe and the United States to work together toward strengthening security from Vancouver to Vladivostok.

Россия и НАТО возобновили взаимный диалог, прерванный после событий августа 2008 года на Кавказе. На заседании в Брюсселе Совета Россия-НАТО были одобрены все три вынесенных на утверждение документа. Генсек альянса Андерс Фог Расмуссен заявил, что считает прошедшую встречу хорошим стартом для новых отношений. По его словам, страны НАТО готовы обсуждать с Россией проект нового Договора о европейской безопасности.
Встреча в Брюсселе выявила парадокс: по общей безопасности на континенте оказалось больше всего разногласий. Дискуссионное поле подробно обрисовал в беседах с журналистами, среди которых была и наш корреспондент Елизавета Исакова, министр иностранных дел России  Сергей Лавров:
«Это и планы расширения альянса, и судьба режима контроля над обычными вооружениями в Европе, это и приближение военной инфраструктуры к российским границам. Мы подробно изложили наши озабоченности, надеемся на то, что партнеры их услышали. Особое внимание мы также уделим тем рискам, которые связаны с продолжающимися поставками оружия в Грузию, рассчитываем, что страны альянса сделали необходимые выводы из событий августа прошлого года. В целом, дальнейшее развитие нашего партнерства с НАТО будет в значительной степени зависеть от того, как пойдет работа над стратегической концепцией альянса. У нас уже налажен диалог по этой теме».
Сергей Лавров отметил, что безопасность в Европе должны обеспечивать все страны без исключения. И не  в последнюю очередь России. Глава российского МИДа развеял опасения по поводу проекта Договора европейской безопасности, который был направлен президентом России Дмитрием Медведевым руководителям государств, входящих в евро-атлантический блок НАТО:
«В российском проекте нет никакого скрытого смысла, в нем не содержится какой-либо попытки присвоить право вето на деятельность НАТО. В то же время у нас есть общее обязательство не укреплять собственную безопасность за счет безопасности других. У нас есть обязательство не размещать, например, на территории новых членов альянса существенные боевые силы. Это обязательство до сих пор не расшифровано. Поэтому никто не знает:  базы, которые создаются в Румынии и Болгарии - это существенные боевые силы или нет? Мы считаем, что да, американцы говорят - нет. Вот эти недосказанности мешают делу, и они порождают какие-то ненужные взаимные подозрения и упреки. Поэтому в договоре четко сказано, что его участниками будут все организации, включая руководство НАТО».
Несмотря на наличие спорных моментов, Сергей Лавров подчеркнул, что заседание Совета Россия-НАТО впервые за несколько лет закончилось конструктивными, далеко идущими результатами. Есть направления совместной работы. Это взаимодействие по Афганистану, борьба с терроризмом, пиратством и наркотрафиком, а также совместные усилия в области противоракетной обороны и разоружения. На сотрудничество сделал упор и новый генсек НАТО Андерс Фог Расмуссен. Он выразил надежду, что прошедшие в Брюсселе переговоры станут шагом к настоящему стратегическому партнерству. Ожидается, что первое заседание рабочей группы России и НАТО состоится в январе 2010 года. Их темой станет вопрос, по которому у сторон разные позиции, а именно - конфигурация противоракетной обороны в Европе.

Об этом заявил министр иностранных дел России Сергей Лавров по итогам заседания Совета Россия-НАТО в Брюсселе. С подробностями из Бельгии наш специальный корреспондент Елизавета Исакова.
Возобновившийся диалог Москвы и Брюсселя буквально накануне пятничной встречи оказался под угрозой из-за чисто технических вопросов. Во вторник постоянный представитель Канады в НАТО покинул зал - предварительно отметив, что Оттава не поддержит никаких документов, предложенных на согласование Россией. В результате многие решили, что Совет Россия-НАТО в конце недели так и не состоится. Разрядить обстановку, правда, сразу же попытался глава МИД Франции Бернар Кушнер, заявив «Голосу России», что контакты должны продолжаться, потому что "Россия обладает большим опытом во многих вопросах".
Одним из возможных объяснений подобного накала страстей перед стартом «перезагрузки» отношений Москвы и Брюсселя некоторые эксперты назвали нежелание евроатлантических партнеров обсуждать проект нового Договора о евробезопасности, предложенный на прошлой неделе Москвой. Эта версия вполне реалистична, если учесть тот факт, что на саммит ОБСЕ в Афинах, который состоялся буквально на следующий день после публикации текста, по разным причинам отказались приехать госсекретарь США Хиллари Клинтон и глава МИД Великобритании Дэвид Милибенд. К слову, Лондон и ряд прибалтийских стран в тот же день  поддержали протест Канады.
Но уже сегодня Генеральный секретарь НАТО Андерс Фог Расмуссен смог исправить ситуацию, заявив, что Брюссель и Москва достигли соглашения по трем важным документам - о совместном анализе общих для России и НАТО угроз, о модернизации работы Совета Россия-НАТО, а также о программе действий Совета на 2010 год.  «Если все встречи СРН будут столь же продуктивны, то я могу быть уверен в новом начале  отношений России и НАТО», - заявил Расмуссен. При этом Генсек также подчеркнул, что альянс планирует расширять участие Москвы в своих программах по Афганистану.
Со своей стороны, глава МИД России Сергей Лавров заявил о том, что Россия возобновила свое военное сотрудничество с НАТО:
"Открываются неплохие возможности для продвижения взаимодействия с НАТО в военно-технической области, прежде всего по модернизации вертолетов типа Ми. Такое сотрудничество взаимовыгодно, и мы отмечаем полезность принятого решения. Возобновив полноценное сотрудничество с НАТО, мы не уклоняемся от обсуждения в Совете вопросов, по которым наши позиции расходятся. Это и планы расширения альянса, и судьба режима контроля над обычными вооружениями в Европе, это и приближение военной инфраструктуры к российским границам. Мы подробно изложили наши озабоченности, надеемся на то, что партнеры их услышали".
Впервые за несколько лет заседание закончилось конструктивными результатами, подвел итог Сергей Лавров. Так что, по всей видимости, сторонам все-таки удалось завершить непростой путь от конфронтации и полного отсутствия контактов до продвинутого диалога на благо безопасности наших стран.

Президент Медведев опубликовал свой проект Договора о европейской безопасности, открытого для подписания всеми государствами «на пространстве от Ванкувера до Владивостока». Свою первую крупную внешнеполитическую идею он представил на удивление скромно.


Несмотря на недостаточную проработку деталей, проект не лишен амбиций. Медведев утверждает, что он является инструментом, который позволит окончательно разделаться с наследием «холодной войны» между Востоком и Западом, связав все стороны единым договором о безопасности.


Свою идею он проталкивает с тех пор, как полтора года назад пришел к власти, но все это время реакция НАТО была подчеркнуто прохладной, несмотря на уверения Кремля в том, что этот договор не призван заменить собой военный альянс. Россия соблазняет государства-члены НАТО дипломатическими пряниками, но они наверняка воспримут проект договора как попытку получить право вето на решения организации.


Каждый участник договора обязался бы при выработке своей политики в сфере безопасности «не осуществлять действий или мероприятий, существенно затрагивающих безопасность одного или нескольких участников настоящего Договора, не участвовать в них и не поддерживать их».


По сути, Россия предлагает ограничить свою свободу в осуществлении военных операций, если то же самое сделают Соединенные Штаты и европейские страны. Медведев утверждает, что бывшие противники должны действовать сообща, чтобы реагировать на угрозы, создаваемые глобализацией.


В принципе, это звучит неплохо, но прочие предложения будут восприняты как попытка восстановления господства России над ее соседями, бывшими советскими республиками. Москва могла бы, например, заблокировать вступление в НАТО Украины и Грузии на основании положения договора, запрещающего третьим странам использовать свою территорию в ущерб безопасности других участников.


Да, президент Обама отменил планы США по размещению системы ПРО в Восточной Европе, но, если бы действовал этот договор, Россия могла бы просто наложить на них вето. Она получила бы гораздо более мощные рычаги влияния на военное присутствие США в Центральной Азии, служащее целям поддержки операции в Афганистане.


Потребность в новой архитектуре безопасности Медведев обосновывает, в частности, прошлогодней войной с Грузией за мятежную Южную Осетию. Война, по его словам, продемонстрировала, что существующие механизмы не смогли предотвратить такие кризисы.


Но Россия уже действует вразрез с предложениями Медведева, принимая решение о признании независимости Южной Осетии и еще одного мятежного региона, Абхазии, после войны с Грузией. Его проект провозглашает применение силы «против территориальной целостности или политической независимости любого государства... недопустимым в их взаимных отношениях».


Планы Медведева будут выслушаны с вежливым равнодушием. Дело в том, что стимула к столь масштабной перестройке европейских структур безопасности просто не существует - особенно в Вашингтоне, где главными приоритетами Обамы являются Афганистан, Пакистан и Иран.


Так почему же Кремль упорно проталкивает инициативу, которая, как ему известно, не имеет шансов на успех? Возможно, ее неприятие лучше послужит целям Путина на фоне подготовки к 65-й годовщине победы во Второй мировой войне, которую российские власти намерены отметить патриотическими торжествами.


Внешнеполитический провал Медведева в 2010 году позволит премьер-министру России Владимиру Путину напомнить россиянам о том, что лишь сильный лидер в Кремле может защитить страну от коварных замыслов Запада. И так начнется обратный отсчет до его возвращения в президентское кресло в 2012 году.

Whenever the subject of “Russian-Chinese relations” is broached, it invariably sparks the loaded question: will such a relationship tip the geopolitical chessboard?

At first glance, a Chinese-Russian relationship seems to be a match handcrafted in geopolitical heaven: Russia, blessed with a seemingly endless amount of natural resources, provides China, the world’s factory, with all of the energy supplies it needs to keep churning out the cheap products.
Prime Minister Vladimir Putin’s two-day trip to China, which provides a conspicuous footnote to Hillary Clinton’s coinciding European tour (or perhaps – vice-versa – it is Clinton’s trip that is the nagging footnote to Putin’s meeting), has once again witnessed Beijing’s eagerness to gobble up obscene amounts of Russian gas.
“China is a colossal market,” Putin reminded reporters after his talks with Chinese Premier Wen Jiabao on Tuesday. “The diversification of supplies is a very important direction for Gazprom.”
“We have plenty of gas,” said Vice Prime Minister Igor Sechin. “We could give to the Chinese as much as they want. But Miller (Gazprom CEO Aleksey Miller) is in charge of negotiations.”
Miller announced Tuesday that a tentative deal between Russia’s state-run natural gas monopoly and China National Petroleum Corp. calls for the supply of around 70 billion cubic meters of gas per year, but a price has not been set and no contract signed.
All things considered, it seems communist China never got the memo that there is a financial crisis raging around the world. Indeed, China, which shares a 4,300 kilometer (2,671 miles) border with Russia (or roughly twice the distance between Boston, Massachusetts and Miami, Florida), has pulled far ahead of the global pack and is set to post a whopping 8 percent GDP growth for 2009. This surge demands Russian cooperation.

More than just gas

Being in China’s economic gravitational field, Moscow has a great opportunity for mitigating the pain of the financial crisis. One area where Russia stands to gain (indeed, has already gained) is in the military-industrial realm. Although many observers stress Russia’s overreliance on its natural resource exports, such a hasty conclusion fails to appreciate Russia’s defense receipts, especially to China.
Since Moscow and Beijing signed an agreement on military-technical cooperation in December 1992, China has purchased more defense-related products from the Russian Federation than all other countries combined.
“During the 1990s, the value of these deliveries ranged up to $1 billion annually,” writes Richard Weitz in a report for the Strategic Studies Institute (“China-Russia Security Relations: Strategic Parallelism without Partnership or “Passion?” August 2008).
“In recent years," Weitz continues, "this figure has approached $2 billion annually. According to one estimate, between 1992 and 2006, the total value of Russian arms exports to China amounted to approximately $26 billion worth of military equipment and weapons… well ahead of the United States.”
Part of the explanation for these impressive numbers rests on Russia’s decision to reform its military according to the logic of the market, as opposed to a Soviet planned economy, which of course proved disastrous for the country.
As a result of Russia’s new salesmanship, China is now the proud owner of some of Russia’s most fearsome military hardware, including the Su-27 Flanker fighter jet, Su-30 multirole aircraft, T-72 main battle tank, and a variety of naval vehicles, including submarines and destroyers.
This military partnership has demonstrated China’s remarkable prowess for replicating, and occasionally improving, the technical expertise of other nations, Russia not excluded.
Between 1998 and 2005, for example, the Chinese manufactured over a hundred Su-27Sk fighter jets under Russian license, using many Russian parts in the process. This experience has allowed China to fuel its own fledgling line of military products, for example, the Jian-10 fighter-bomber, unveiled in 2007, which incorporates Chinese-made missiles and engines.
China has not experienced a war in 30 years, yet seems eager to demonstrate its military prowess to the world. Thus, on October 1, Tiananmen Square was blocked off for the 60th anniversary of communist rule as China put on display a vast arsenal of domestically produced military hardware, including a new generation of precision missiles.
Russia finds itself in somewhat of a Catch-22 situation with China: On the one hand, Russia happily sells China its military equipment so as to be able to keep its engineers content in the defense sector (through high wages). Russia’s military reform is finally anchored on free market principles, thus spending by the state on military expenditures remains at about 3 percent of Russia’s GDP.
On the other hand, selling to China state-of-the-art military technology risks putting Russia in the hypothetical danger of being next-door neighbors to a teeming house of one billion people armed to the teeth with Russian-made arms. But Russian analysts continue to hold out hope that the things that unite China and Russia (irritation over American military globetrotting, for example) will always outweigh the differences.
“China today is an influential power making a large contribution to securing international security,” Russian President Dmitry Medvedev said. “Russia is sincerely happy for the successes of friendly China in its movement along the path of reforms and modernization,” he said in a statement released by the Kremlin on the occasion of China’s 60th anniversary of communist rule.

Allies of circumstance

In January 2007, China surprised the world when it destroyed an aging Chinese weather satellite at an altitude of about 500 miles above the surface of the earth. This test provoked the greatest reaction from the United States, which is heavily dependent on its integrated constellation of spy satellites, which serve as the eyes of the American intelligence community.
Some military analysts suggested the test was an attempt by the Chinese to draw attention to America’s ongoing “space race.”
Moscow and Beijing have long been trying to get Washington to endorse a global treaty against the militarization of space, yet the Bush administration repeatedly balked on the idea, claiming that its national security demanded “freedom of action in space.”
In August 2006, just 5 months before China’s “antisatellite provocation,” the Bush administration, with its notorious concern for diplomacy, issued a document that can be best described as creepy.
The new U.S. space policy stated the United States “would preserve its rights, capabilities, and freedom of action in space” and “dissuade or deter others from either impeding those rights or developing capabilities intended to do so.”
Finally, it declared the United States would “deny, if necessary, adversaries the use of space capabilities hostile to U.S. national interests.”
The report failed to identify the “adversaries,” or the “space capabilities” of foreign nations that may pose a threat (are other nations permitted to send weather satellites into orbit?) and exactly what actions would be considered “hostile to U.S. national interests.”
In short, it appeared from the wording of this text that the United States was not prepared to share the vast frontiers of outer space with anybody else besides U.S. corporations.
But that was certainly not the only Bush-era broadside that pushed Beijing and Moscow closer together.
In a sensational article in Foreign Affairs (“The Rise of U.S. Nuclear Primacy,” March/April 2006), a reputable U.S. political journal, the argument was forwarded that “the United States stands on the verge of attaining nuclear primacy.”
“For almost half a century, the world’s most powerful nuclear states have been locked in a military stalemate known as mutual assured destruction…,” the article begins. “This debate may now seem like ancient history, but it is actually more relevant than ever – because the age of MAD is coming to an end (In December 2001, George W. Bush announced that the United States is abrogating the 1972 Anti-Ballistic Missile Treaty in order to deploy a missile defense system, which the treaty forbade).”
“For the first time in almost 50 years,” the article screams, “the United States stands on the verge of attaining nuclear primacy. It will probably soon be possible for the United States to destroy the long-range nuclear arsenals of Russia or China with a first strike. This dramatic shift in the nuclear balance of power stems from a series of improvements in the United States’ nuclear systems, the precipitous decline of Russia’s arsenal and the glacial pace of modernization of China’s nuclear forces.”
Although this article, and others like it, grossly underestimate the true level of efficiency of Russia’s nuclear arsenal, not to mention China’s own achievements in the nuclear realm, the argument naturally did not go down well in Moscow and Beijing. Actually, such hubristic articles make it much more understandable why Moscow remains vehemently opposed to any U.S. missile defense systems in its sphere of influence.
Furthermore, such irresponsible analysis, which has no small degree of influence in the political realm, practically forced China and Russia into some sort of limited partnership.
Unfortunately, Barack Obama being awarded a Nobel laureate will do little to erase the memory of the 8-year reign of error of the Bush administration.

Putin addresses Shanghai Cooperation Organization

On Tuesday, Prime Minister Putin addressed the Shanghai Cooperation Organization (SCO), a regional international entity comprising Kazakhstan, China, Kyrgyzstan, Russia, Tajikistan and Uzbekistan.
Mongolia, India, Iran and Pakistan have been granted observer status in the organization.
Founded in Shanghai on June 15, 2001, the stated purpose of the SCO is to enhance cooperation among member states in various areas such as security, economy, transportation, culture, disaster relief and law enforcement, with security and economic cooperation the priorities.
In August 2007, during antiterrorist drills sponsored by the SCO, Putin downplayed speculation that the organization was comparable to NATO, as some analysts suggest, or that Moscow hoped to strengthen its hand in Central Asia under the auspices of the SCO.
“The comparison of the SCO to NATO does not conform to reality, and is improper in both content and form,” Putin was quoted by Itar-Tass as saying. “The SCO was established for solving border issues between Russia and China, and we have solved them successfully.”
On Tuesday, Putin urged the member-states of the SCO to step up the efficiency and coordination in foreign policy – particularly with regards to Afghanistan where US-led Coalition forces are engaged in a bloody battle with the Taliban – between the organization’s law-enforcement bodies.
“The development of the situation in our region, specifically Afghanistan and the surrounding region,” Putin said at a meeting of SCO prime ministers, “demands the stepping up of coordinated actions between the foreign ministries and law-enforcement bodies.”
The Prime Minister then called for the creation of a mechanism within the SCO to deal with the problem of drug-trafficking out of Afghanistan.
Russia has long said it is the main victim of Afghanistan heroin, which is responsible for killing up to 30,000 Russians every year. Demands by Russia for the United States to employ an aerial fumigation program have so far yielded no results.
“It is necessary to step up the formation of an efficient anti-drug mechanism within the Organization,” of which the heads of the relevant agencies agreed in May this year, Putin said.
“The foundations of international cooperation in combating drug trafficking were laid… by a number of countries, including Russia,” the Prime Minister said. “This form of work should remain in the focus of our attention.”
The Russian premier also called for “improving the efficiency of the SCO regional antiterrorist structure and starting preemptive measures against the laundering of criminal proceeds.”
Given these non-threatening, benevolent initiatives being set forth by the members of the SCO in Beijing, it seems that the West has nothing to fear from an atmosphere of enhanced relations between China and Russia, as well as the member states of the SCO.
However, the West, and especially the United States, must take some credit for pushing China and Russia into each others' arms, thus becoming hardened allies of circumstance.

"В течение последних двух месяцев мы испытывали определенный прессинг. Было три попытки взлома и проникновения в офис в течение последних двух недель", - рассказал Борисов.
В том, что на Украине есть силы, не заинтересованные в работе Фонда, Борисов не сомневается. "Мы в начале сентября подали документы на регистрацию украинского представительства фонда "Признание". Официальные сроки регистрации - месяц. Сегодня на календаре ноябрь, но украинский Минюст молчит".
В то же время Сергей Борисов затруднился ответить на вопрос, что именно стало причиной препятствования работе организации. "Может, причиной тому является президентская кампания, может - начало нашей активной грантовой деятельности. Или кто-то из тех людей, кто много лет здесь считался пророссийскими силами и привык пользоваться полупрозрачными схемами и "серыми" бюджетами - им не понравилось появление структуры, действующей в легальных и цивилизованных форматах... Бумаги готовы и лежат на столе министра юстиции, но министр их не подписывает, потому что на него оказывается определенное давление", - рассказал корреспонденту "Росбалта" руководитель представительства Фонда "Признание" на Украине.
При этом Фонд продолжает действовать в правовом поле Украины. Руководитель украинского представительства Фонда отметил, что все сотрудники официально зарегистрированы как волонтеры, а офис снят частным лицом и передан в безвозмездное пользование.
Комментируя информацию о причастности руководства фонда "Признание" к финансированию предвыборной кампании Леонида Грача, Сергей Борисов сказал следующее: "Когда я приехал в Крым, мои старые друзья попросили провести меня некоторые из дискуссионных клубов инфорационно-аналитического центра "Новый Крым. Я согласился. Но с конца июня я занимаюсь работой в фонде "Признание". Борисов подчеркнул, что сегодня он не имеет отношения к предвыборной кампании Леонида Грача.

Glenn Beck Shouts, Smaller Marketers Stay Put 11/30/2009Four months after major advertisers abandoned Fox News Channel's "Glenn Beck" show -- as a result of Beck's calling President Obama a "racist" -- the network has seen little change in marketers' media strategy toward the controversial program.

Beck's ratings pull in hefty daytime audiences -- 2.8 million viewers -- and the show retains middle and small-level daytime advertisers, according to media executives.

There is still no sign of top-drawer, higher-valued daytime TV advertisers, such as Procter & Gamble, Geico, Clorox, UPS Stores and Progressive Insurance. Their ads had previously appeared on the program.

A recent late November airing of "Glenn Beck" offered advertisers pushing gold and silver financial investments and services, older-skewing products and fringe nutritional products.

These include Lifestyle Lift (chin lift); an AARP Medicare product; and retirement homes, such as the TimeSharesOnly and The Villages in Florida -- the latter a community that Beck has done some extra promotional work around.

Other advertisers include Extenze, that notorious male enhancement supplement; TaxMasters; gold-seller, Goldline International; The Wall Street Journal (which is owned by News Corp., the owner of Fox News); silver-seller Investment Rarities; Lifelock.com; auto service insurer USfidelis; and the kitchen product, The 'Ove' Glove.

All this comes despite a recent rush by some major TV advertisers, which have seen program price increases of 20% recently.

Beck's problems started when he called President Obama a "racist," a remark stemming from the arrest of African-American Harvard professor Henry Louis Gates Jr. in Cambridge, Mass. in July.

While pressure groups, specifically ColorofChange.org, were successful in pushing big-name TV advertisers off the Beck show -- or persuading other daytime advertisers not to buy -- Fox says it hasn't lost much income.

A Fox News representative, according to a TVnewser.com story, said that Beck advertisers simply moved commercial inventory to other Fox News programs, and that there has been no loss of revenue.

If cable news was like high school, Glenn Beck would be voted "Most Polarizing." He's despised by liberals and beloved by conservatives (and anyone who loves weepy men). But like that high school geek who astounded the more popular kids when he went on to make a fortune, Beck has shocked onlookers by managing to cement his role in the Fox News line-up even though he caused many of the show's top advertisers to flee. His offense: describing President Obama as "racist."

On a broadcast of Fox & Friends in July, Beck interjected during a discussion of the Professor Henry Louis Gates Jr. affair to add this about Obama: "I'm not saying he doesn't like white people, I'm saying he has a problem. This guy is, I believe, a racist." The result? Major advertisers fled his show, including top-end marketers such as Mercedes-Benz USA and Infiniti, according to Gawker.

Four months have passed, enough time for some of those advertisers to let bygones be bygones and take a second look at the show. So far, none are biting. The program, which is aired on News Corp.'s (NWS) Fox News Channel, does however continue to draw small- and mid-sized advertisers, MediaPost reports. Data from TiVo (TIVO) backs that up: a Nov. 11 episode included a range of B-list marketers such as Lifestyle Lift, a surgical procedure for removing sagging chin skin, as well as several in-house promotions for products such as News Corp.'s Wall Street Journal.

With big-pocketed marketers such as Procter & Gable (PG) and Geico steering clear of the program, commercial breaks are left to the likes of The Villages, a Florida retirement community that earlier this month played host to Beck's book tour. Still, there may be some changes afoot: One ad, for the Zero Water Pitcher, was apparently placed by retailer Target Corp. (TGT), although the ad wasn't promoting Target itself, according to TiVo.

Scoff if you will, but advertisers like The Villages may just be the secret to Glenn Beck's continued strong standing at Fox News. The Villages not only represents small advertisers, but it also appeals to the common aging man -- two groups that remain extremely loyal to Beck. Evidently, that loyalty is enough for Fox. Plus, the big advertisers that fled Beck's show didn't run very far. They shifted their ad spending to other programs on the network, a company spokeswoman told DailyFinance. As a result, Fox News hasn't taken a revenue hit.

In fact, Fox News continues to shine in the ratings, and sister network Fox Broadcasting continues to roar. It's slated to win the November sweeps for the first time ever in its history. Fox News averaged 2.2 million prime time viewers for the season so far, surpassing CNN's average of roughly 930,000 viewers, according to Nielsen Media Research. And what's more, Beck's ratings have jumped since his ill-fated Fox & Friends appearance. According to Nielsen, Beck's show has drawn 2.6 million since July through mid-November, up from from 2.1 million for the first half of the year. During the fourth quarter so far, Beck has more than doubled his viewers in the 25 to 54 age group, while his total viewership has risen 78%. The show's demographic may be slightly older than the 18-to-49-year old crowd that most networks covet, but that slice of audience is what keeps advertisers like The Villages and Lifestyle Lift shelling out cash for airtime.


So don't feel bad for Glenn Beck and his continued abandonment by UPS Stores and Progressive Insurance. With friends like Goldline International and the "Ove" Glove, Beck's laughing all the way to the commercial break.

ATHENS, Dec. 1 (Xinhua) -- Russia's proposal for a new Euro-Atlantic security treaty should be taken seriously as the OSEC pushes forward the Corfu Process, said French Foreign Minister Bernard Kouchner on Tuesday.

Kouchner told a press conference that he had just read the draft document of Russia, which was the main topic during the working lunch of OSCE ministers attending their 17th annul meeting in Athens.

'The question remains whether we can see this proposal as an addition to the Corfu Process. I don't believe it blocks this procedure. It should be regarded as a positive step, not a negative one,' Kouchner said during the ministerial meeting of the Organization for Security and Cooperation in Europe.

Greece which holds the OSCE Chairmanship this year, launched the Corfu Process in June at an informal meeting held at the Greekisland, aiming at enhancing dialogue on the new threats the international community, especially the European states, faces.

Moscow's blueprint, however, met with wary reception from some western countries. Russian Foreign Minister Sergei Lavrov, present at the Athens meeting, is being asked to elaborate the proposal for a new European security structure.

'The important thing is that we speak clearly and openly. This text which is focused on the mechanism of preventing conflicts reflects issues with great interest for Russians who feels hostility by neighbor countries and we should take it seriously,' Kouchner stressed through an interpreter.

More than 45 Foreign Affairs ministers and high level representatives of 56 states attend the two day summit with the aim of adopting a Joint Declaration on the future of Security in Europe."
